I have the honor to acknowledge the receipt of
your Reg. No. 2225/15 of the 27th. of August, 1915, in relation to the correspondence of Mr. Alfred Richter of Canton.
Inasmuch as Mr. Richter is an American citizen re--
-siding and doing business in neutral port I am wable to accept your letter as an adequate explanation of the interference of
which Mr. Ricater complains.
I will appreciate it, therefore, if you will let
me have, at your earliest convenience, full details of the facts and circumstances upon which your interference with neutral comer-
-ce and communication is based.
